A. Rent for one room in a public housing flat costs 700 at the very least. It could be all inclusive, depending on the lease agreement
Food costs $2.50 to $4.50 per meal at most places where locals eat, $2.50 for non-air conditioned places, $4.50 at foodcourts with aircon. You could cook but cooking is not cheap. Instant noodles and bread can be cheap though.

I suggest you rent a room or whole unit condo, it'll be cheaper than buying. For a room rent in condo the range is between 450-1,000SGD (spore dollar), if you want to rent the whole condo it'll cost you around 1,600-8,000sgd.
If you want cheaper place, I suggest you to look for an HDB (government housing). For 3bedroom and 1 hall HDB will cost around 1,200-2,000sgd, but if you are renting a room only in an HDB flat, it's about 300-600sgd.
Food is pretty cheap compared to any western countries, but more expensive than any other sout east asian countries since spore has the highest standard of living here. For example a portion of Fried rice will be about 3-6sgd.
For smoker, spore is a hell. A pack of ciggarete is about 8-10sgd. Drink is also expensive here...
Car is costly but public transportation is good and affordable. Just make sure you get the EZ link card as soon as you reach spore, it save more money than paying by cash.
Telephone bill...I suggest you to get post paid line from starhub, it's cheap and give you free incoming call. So you can get callback card, which will make you safe even more.
So...say you are renting a room in an HDB flat, travelling by public transport and eating normally with once a week clubbing...I think 1,500-2,000 sgd is enough to cover all your monthly expenses.

Singapore companies do not really pay well, the foreign companies do. So see where you are going to work.
For an average Singaporean family the men makes SGD 2800/month, the wife makes SGD 1000/month (yes, is a machismo is strong here towards women making money). The whole family can save around SGD800/month.
Expats save much more because the housing and school is normally included in the contract, the 2 most expensive things here in S'pore.
A 1-room apartment in a condo @ south area is about SGD2000, 2-room costs SGD2500.
Near by Novena, Orchard road, raffles place you can add more SGD 500-700 to the costs.
The rent contracts are minimum 1 year. If you go to more distant areas (ang mo kio, bukit batok, bukit timah etc) you can find 3-room apartments for SGD 2000. Just make sure to stay near the MRT lines. Excellent location for families with kids.
if you like to exercise, a gym costs around 1000/month.
Groceries: For a family like yours, I would recommend at least SGD1000, specially because of your kid. Home cooking is expensive, in Singapore you save money eating out, that's very cheap; but be careful, the food can be very oily and not so healthy (they love to put lots of MSG in the food)
Schools are expensive here. I do not have kids but ealisy can be SDG 1000 if private schools. Very good teaching thou.
If you do not need a car here, you are still safe. Public transport is very good. Taxis are very cheap.
Internet access + cable tv is about 150 per month.
With SGD5000 and a family of 3, you still can save up to 2000, but the whole family has to work on it to make it happen; so forget about shopping at orchard road, vivo city etc. Chances will really increase if your wife gets a job.
